This is another item in my medical/quack collection at my office. I have no idea what this item is called but the center section is a soft rubber material that is freewheeling on the bake-lite handles (I think it is bake-lite?) When plugged in it really warms up nicely. I suspect is intended for heated back massages and is used like a rolling pin. There is a date of January 12, 1932 on the item.
