Maybe yours is old but they are commonly made to day. I can't go into a gift shop here in St. Maarten without seeing one.
I bet they do, a weird little oddity like this would be a popular gift I would bet. This one had hand-cut threads on the screws and a degree of verdigris and patina that indicate some age. I think I got $150 for it.

It very well could be a nutcracker though, but its hard to say. The space for the nut isn't very large, so I don't know. Already sold it though, so its too late
