Satin Blue & White "MARTELE" DOLFINS Centerpiece Flower Bowl?

I uploaded an opalescent MARTELE Vase last year and I've been admiring other CW Member's Martele Items that they have uploaded. When I saw this today at a small consignment store, the Dolfins was what caught my eye first but when I saw the beautiful bowl in detail, I was hooked. The price was more than reasonable so it followed us home. The base looks like pewter and is intricately decorated with the three Dolfins holding up the Bowl with their tails, panels of flowers ending in more flowers & scrolls. The feet are also heavily scrolled and finely detailed. Inside the bowl is a single cup Flower Holder, also in Pewter. The bowl measures 11" across and the martele design starts only in the white/clear frosted layer. Overall it measures 8 1/4". What is the proper name for this item, how old would it be, where could it originate from and who could have done the Art Glass bowl. Thanks everyone, RER(BOB)
