Found a couple of 1921 Australian newspaper advertisements with reference to Cozota Flour - ATOZ may be A to Z Manufacturing Co.

OK, if you have good eyes for reading look up the Mercury Newspaper, Tasmania, Friday, September 24, 1920. Cozota is there in an ad. Gives you a date to work with. It is digitized and terrible to read with old eyes. Good luck. I believe you may also find reference to the company in the U.S. Embargo Act of 1930.
