Unknown Maker, Possible 50's? Anyone know why some gems appear cloudy? I did not try to clean. Item was stored in a box with others for 20+ years.

Like Val said- stones get cloudy if their foil backing gets wet. I don't know any way to reverse that except replacing the stones. Your brooch is indeed Juliana / D&E, see the identical pin in green #67 here:

Not sure how much you know about 50s-60s jewelry, but Juliana/ D&E pieces are very collectible. Yours isn't perfect but in decent enough condition that may attract collectors.
