Tell me about this Swiss Sheffield. I can't find another example

Ok so it's a swiza Sheffield and i can find no other examples of this. It appears to be hangable and almost looking like a wick comes out of the top. It also as seen in pic has a heat plate? Maybe? I think it's a great find. I just want to know more. Very unique thanks for any information
