Need help identifying this pin. Looks like it got stamped on the back and then stamped again making it impossible to tell what it says! HELP!

I see nothing to suggest that this is military related. It will be a tall task to determine what the initials stand for.
The small bar below the pin back probably once held a ribbon in place. The ribbon would have contained more information on the pinback and what it represents.
