Very Unusual Black Glass Vase Stand

i picked this up for $1 today at a local junk shop. i think it's very unusual. it has age to it which you can see by the very fine scratches on the base of the feet. The top is very polished, but you can see how it's somewhat crude on the base. the black glass is completely opaque - no light comes through. has anyone ever seen one like this before? is it Chinese or ??
