i have no idea who made this but i love it. it is about 2.5 inches across and has a cool mirror effect in the bubble in the center.

Very pretty! I had one like it. Most likely Modern Chinese made in the last 15 +/- years. Still pretty piece - and do NOT put glass paperweights on the window sill and if the Sun hits them.....They will cause damage, and can start a fire. Honest !
Also do not wash in hot water, it will cause cracks in them.
