Victorian ribbed satin glass vase with rainbow swirl & rigaree

This Victorian vase is made from two layers of cased glass, clear over a white interior with a ribbed texture & a satin finish. There is a swirl of rainbow stripes in pink, yellow, & blue, & a clear applied rigaree around the neck of the vase, which measures 15.5 cm tall, 4.7 cm across the cut top rim, & 5.3 cm across the base. No idea of maker!
