Beautiful cup and saucer. The mark is a British Registration Mark. You should be able to look up when it was first registered etc. Its pre 1883 anyway.

I think it's the mark for March 1850!

Class IV stands for ‘’clay ware’’
Year - Top of the diamond letter V for 1850
A number in the right hand corner 30 (day)
Left hand corner w for month: March
Bottom: number ‘’9’’ items included in the registration (sometimes known as bundles or packages).

There should be maker`s mark, possibly impressed. Inspect both cup and saucer carefully.
