This hand tool was found in a friends Dad's stuff. You can see there is a small wheel, with a sharp edge, similar to a glass cutting wheel. The other larger wheels don't turn, but maybe rusted in place. I can find no marking on the metal or wood handle. I know some one here knows what it is and how it was used.

Would you be able to explain how this knife or scissor sharpener would work?
