      Definitely a watch band, and I would also say it was made in the 1970's. Are you sure there is no mark? If it was there, it would be on one of the end pieces on the other side of the designs. They are most likely Sterling Silver, but the band is most likely Steel.

      Looks to me like white metal with simulated Turquoise and coral chips in resin.
