I found this at a thrift shop today for a couple of dollars and I think it is a marriage of two pieces of glass in similar patterns to make a small candy dish, but it could be a clever use of pieces from existing products by a glass maker to make a new item. The bottom is a candle holder for a tapered candle when inverted but the glass tops fits on it very well when it is turned over. As a candle holder, it could accomodate a substantial shade. It is heavy, high quality glass. No markings on top or bottom. The proportions are a bit off when used this way but not outrageously so. What is throwing me off is that the top and bottom are the same pattern and most likely by the same makers. Normally I would pass on a marriage of two unrelated pieces, but had to see if anyone knows if this is actually a variation or a marriage of pieces by the same maker. As a candle holder it is 3 5/8" tall and as a candy dish it is 5 1/2" tall. Both are about 4" in diameter.
Call me crazy but that looks somewhat like a Lismore (sp) candydish by Waterford??? Look closely at the bottom for the Waterford name in white

I took a close look and don't see any markings. It did cross my mind that it might be Shannon Crystal. It is heavy enough to be crystal...
The bowl doesn't have a flat spot which would allow it to hold a tea light or votive candle, which could support the candy dish theory. Seems like a lost opportunity...
hey, just putting in my 2 cents worth. I have come across many of these glass combinations and the lidded item did not look quite right, but it was meant to be a lidded container, once I saw several of the same in different decors.
Is it cut glass or molded/pressed glass? Waterford is not always marked, they had a giftware line which was not.
I'm still waiting to find out about your green glass penguins...

@truthordare - It looks like it was molded, the bottom a three part mould and the top a two part mold. A lot of care was taken to remove the mould lines, but they are partially visible if you look closely.
Then that widens the possibilities. American glass?
