Man in overalls and a hat with tassel

Kneeling man has a Chinese style hat with a tassel, wearing boots and a set of keys on belt.
Sold to me as a paint advertising statue, not sure what it is.
Any information as to what it was advertising or a manufacturers name. It stands 28 inches high and is made from a plaster type of material. It is in very good condition but the lips look to have been repainted, the condition suggests that it was displayed inside a shop.
