I would suspect this was made in a foreign country. For example, right now it is the year 2076 in Nepal. They don't use the Gregorian calendar like most other countries.
There are a number of people who post videos on you tube about coin errors, and have run into a number of them that I watched which have some knowledgeable people and would consider contacting them myself if I needed to know about errors in my coin collection. Good luck !~
