I think that these are both salters - at least that's what they both contained. They are both marked Sterling on the caps and the bodies - along with some tiny little silversmith marks. The hammer marks make me think they are arts/crafts.

Definitely shakers. I did figure out the bottom does have the word 'sterling' on them but i can't tell what the other letters are. Make sure there is no corrosion on them or it will eat away at them until they break. If you are going to keep them, or I guess i should say, if I were keeping them, I would fill a small glass with a few squirts of old school windex, some dawn dishwashing soap and warm water, enough to cover them completely and let them sit a while. Sometimes they don't have to sit long but I've left things for hours like that and then rinse them real good and dry completely with a tea towel or paper towels, especially making sure the inside is dry and they'll look brand new. If your not keeping them, leave them as is. I think you are correct about the date too.
