    It is made of iron cast and it measures around
    20 inches long

      I think it just a clever little conversation piece...it balances itself on the section you have your finger on in pic 1. The long curved bottom section should hang unobstructed under the table or shelf since that it the counter weight which make the butler stay balanced/never fall.
      Place it on the edge of a table or shelf and it moves back and forth but ultimately balances itself, thus the butler never spills the tea or drops the tray.

      Basically it is called a balancer or balance toy. I have collected some over the years esp in 1979 when they were popular again. I think this is a reproduction as there are so many on the web. I prefer the simpler ones where they have a basic human form.
