Some sort of game. I guess kids hit the ball around the metal post. Could see kids getting hit with the ball in the face.

OH, all the many and various "dangerous things" that we 'old farts' used to be routinely allowed to play with...even at the risk of getting smacked in the face with a ball on the end of a rope, or worse. (again, by today's standard...)
I survived it just fine anyway...nowadays all that would be "child abuse/neglect"...part of me laments the stuff/life experiences that today's kids *aren't* actually getting to practically learn, like for instance how to *avoid* getting hit in the face with a ball on the end of a rope...?? <sigh>
