That'd be a UHF (Ultra High Frequency) antenna array -- made for the channels #13 thru 80-something (?) on old school TV sets that got tuned in with the 'secondary' channel knob, often a ring around the main knob for channels 2-12. (why was there never a 'channel *one*'??)
Nowadays I'm not certain if such a thing would receive the new digital frequencies or not, but it'd probably be worth experimenting with?? Bear in mind that these things were made to be "directional", so need to be physically pointed towards the transmitting antenna to get signal most efficiently.
