Is this piece a water bucket, and is it Chinese or Japanese? Any insight is appreciated?

i don,t know if it is japanse or chinese , i think it is quite new, and it probably a waterbucket , is it handmade , no it is, not , is it transfer , i don,t think so,it sound strange but i think it is stencilled

if it transfer it is not so difficult to synchronise the garlands, actually in photo 2, a whole strip is missing, still cute

I know! It is super cute. I was just wondering if it was Japanese or Chinese... or who knows what :-) It's going to my garden.
