My wife purchased this at a flea market.. Looks like an egg boiling utensil but not sure. It seems eggs would fallout when boiling.

I would sooner think it was made for canning small jars of jelly and jams to stock in for the winter.
I thought perhaps it might be a laundry tool - a sort of plunger for pushing the clothes up and down in the water to clean them….before the days of electric washing machines.
