Old Firefighting Item

This vintage/antique firefighting item resides on the grounds of an old school, which is still active..

I tend to think that that it was once at ground level, as evidenced by the pipe that it rests on.

There is a lock keeping the crank closed, so who knows if this cool item is functional or decorative. Regardless, it is an interesting piece of equipment.
