It's an extremely cute child's bank made of wood/treen. Change can be removed via the small trap on the bottom. What makes this is wonderful is the decorated cute dog on top coupled with the adage on the front which states 'You'll never miss the coppers that otherwise you'd spend, But if you miss your licence You'll miss your Doggie friend. Size is about 4.5"x3"x3".
What's important to note is that dog licenses were established and became mandatory in 1878, marking a historical moment with non-compliance resulting in fines.
Licenses were valid for 12 months and required dogs to wear collars and name tags, subject to fines for non-compliance. However, in 1987, dog licensing was discontinued due to widespread non-compliance. Despite the legal obligation, fewer than half of dog owners obtained licenses.
