I couldn't pass this one up. The images are actually cut out and applied to a background. The artist, K. Kerchner "Kerch" McConlogue, won the Harris Award from the "Guild of American Papercutters" in 2000. She spent her childhood in Berks County, Pennsylvania and enjoyed cutting paper and the art forms of the 18th century Pennsylvania Germans. She uses the Fraktur painting style on her original cuttings. Fraktur is a painting style used on illuminated documents and other drawings since the 18th century.
I previously posted and antique "scherenschnitte" but this a current version of "scissor cut" art.

Scherenschnitte, which means "scissor cuts" in German, is the art of paper cutting design. The artwork often has rotational symmetry within the design, and common forms include silhouettes, valentines, and love letters. The art tradition was founded in Switzerland and Germany in the 16th century and was brought to Colonial America in the 18th century by Swiss and German immigrants who settled primarily in Pennsylvania.
