This item once held down the papers in a Reading Railways notepad. It is 12.7Cm in length, and is made of a non-magnetic metal, that appears to be with a gold toned finish.
I've been advised that it can be dated from 1955.
A great example of old time advertising, this promo now rests, without the notepad, in my collection of such things.

Terrific Reading Railway paperweight, it's got such great detail
Thank you, Jenni ! Making this one even more desirable is that it is an original. Reproductions are now available, but, as we all know, "There's nothing like the real thing".
