    I think that this is a sugar dispencer, I could see it being on the dinning table in a 60's movie at a fast food joint or somthing.
    I could be wrong on the dates, if anyone knows that would be great.

      Yup, that is for pouring syrup on your pancakes. They were real popular during the 1960's. They are still available online and at flea markets and yard sales.

      My grandparants used these back in the early 70's for milk or syrup.
