This is an advert for a restaurant (Le Chat Blanc, or The White Cat) in Paris, and features the Green Fairy (La Fee Verte), or Absinthe.
This lethal concoction was flavoured with Wormwood, and often sent it's imbibers blind, or crazy, or both!
