This whimsical chrome, Art Deco cigarette box or humidor was designed in 1937 by R.R. Hutcheson. It is part of the Evercraft giftware line of the Everedy Company of Frederick, Maryland, and it is stamped on the bottom with a design patent number.
The top hat comes off to store the cigarettes, and the head is sort of an early type of bobble head since it jiggles when you move it. There is also a female version of this cigarette holder, but I have not been able to find one yet to complete the set. The boxes are called the “Gigolo” (male version) and “Gigolette" (female version).
According to Jim Linz who wrote the "Art Deco Chrome" book, the Everedy plant in Frederick, Maryland still exists as the Everedy Square shopping center with restaurants and gift shops.
