Garlic press ?
Looks like something one would use in the process of making spaghetti, if attached to a pasta press of some sort.
Looks like an old tea strainer?
No idea at all -- any, any marks or patent number on it as that helps too

It is a malting barley sampler. Briefly, it is plunged into a sample of barley, withdrawn, shaken to fill every hole with barley. The cutter plate snips of the top half of each grain....... the grain can then be checked for whiteness. My example is stamped "Bryan Corcoran London". Mine was made circa 1850.
