Japanese or Chinese Woodblock?

I found this little woodblock print at my favorite junk store today. it appears to be signed. i think it's a carp swimming up to talk w/ someone on the surface, maybe? there's a price tag on the back of 2000 - yen, maybe? any info appreciated! the frame, matte and print is 5" x 3.5".
