Might be for marking stitching holes in leather so they can be pierced with an awl.
I agree with Irishcollector, in that it is a Vintage, Sewing, Piercing Tool, used on cloth, leather, or other.

A pastry cutter.
Looking at it again, it's too fierce to be a pastry cutter.
AKA: serrated tracing wheel
