I cannot identify this tool! If you look at photo #1, it is roughly 12 inches wide and 8 inches tall. All iron; the top tubular portion has a blind hole in which a tapered iron "plug" can be inserted, loosely. top section is connected to the bottom "clamp" with a mortise-and- tenon joint. elaborately decorated with knurling and circular "whorls." Looks to be all hand-filed, with square thread profile.

Looks like for sizing rings (jewelry).

I mostly agree with blunderbuss2 but add that it is a mandrel for resizing rings.

Yeah, that's what THEY call them. LOL

It is a goffering iron for small ruffles and pleats (quite old). You take the solid cone out, heat over a fire, then stick it inside the hollow cone, then rub/iron the fabric against the heated outer cone without burning it.

...and here I was, leaning towards some kind of (parts of) an old apple peeler gadget...? <nono> :-)

Look at this way, Anything. It COULD be used for peeling apples, or sizing rings, in a tight. LOL !
