Found this in a grab bag. I haven’t a clue what it is. It opens up to reveal something like a Bubble Wand for blowing bubbles. Any ideas?

Before I read the data, my first thought was a bubble wand for some ultra rich kid....lol!

      Any soap residue in container?

*Update: After some research I’ve come to the conclusion it is a bubble wand. But info is divided by people who believe it’s Victorian or some sort of steam punk kind of more modern reproduction.

With that cross/crown insignia, I think I'd tend to go with janky that it might more likely be some kind of "religious" item...?

Religious item may in fact be a Royal Insignia, and the bubble wand and holder might have been for a Royal Birthday or Baby Born within the walls.
I wish that it is old, and Can't wait to find out for certain.
