This looks to be an upholsterer's tool. Stamped GOODELL PRATT TOOLMAKER GREENFIELD MASS. Looks complete and still useable. Company went out of business in 1931.

Looks just like a leather stitching awl, just with more functions.

Got one very similar -- down to the nested tools, but mine is a little bigger (I know size doesn't matter) and is marked "PARK" and "The Bridgeport Hdwe Mfg Corp." - wish I could post a photo -- yours is set up for carving -- a lot like the Warren cutlery handle with replaceable blades and carving tools - see https://warrencutlery.com

These were called "Tool Holders", or "Tool Handles", marketed by a few manufacturers. Sometimes called a "Poor Man's Tool Kit" ( from Barlow's guide to value) Many styles of tools were offered, basic sets had an awl, gimlet, chisel(s), gouge(s), screwdriver(s), some even had a saw, and countersink. Yours is a nice one, these are often found with damaged cap/threads, nice group of tools with it, too!!!
