Vintage cast iron tool with lever and two hooks. Doe anyone know what it was used for? Is it for stretching wire fences?

That is a chain binder. used to tighten chains holding down a load on a truck. Very common device.
Yours is for light weight chain.

Yep, I use them often at my work to tie down our pipe pulling machine to the trailer.
