      That is a chain binder. used to tighten chains holding down a load on a truck. Very common device.

      Thank you to all of you people to responded to my post. I thank you very much for solving my mystery on this vintage tool. I appreciate your expertise. I will try and respond as such if you post something I know about.

      Yep, I use them often at my work to tie down our pipe pulling machine to the trailer.
