we dont do appraisal but I can tell you it is Japanese, as you say, early 20th, and probably Kutani porcelain ware, very nice. Thanks for posting.
truth of dare is right , but i wonder is this a kutani mark, mightbe a roof top mark, i am too old i forgot , taisho probably
