Black Velvet Painting by MB Cruz

Recently bought this wonderful black velvet painting.
It’s signed MB Cruz 59 (1959), size is about 24 x 26.

While not overly concerned with its value, we have been trying to identify if this is a velvet painting from the Philippines or from Mexico. My research didn’t turn up much but between the painting and the little I found I think it’s from the Philippines …. Anyone know for sure ???
