I recently discovered this cleaning out my rental I'm unsure if it's complete serial number says 1916 but couldn't really find too much information on it

Welcome to CW. In the future, it's helpful if you take pictures that are horizontal in the frame. This will greatly increase image searches and hopefully get more answers.
I love what I see of it… does it have levers/keys like a cash register usually has? Cash drawer?

That looks like the main *cover* (between the keys and top) of a National Register but not nearly the complete machine -- as if someone used that part (only) as the lid of a trinket box custom made to fit under it. I don't believe National ever made anything like it, or at least I haven't ever seen anything similar if they did...?

dav2no1, is right about the pictures. Some Collectors Weekly users won't even look at a post with poorly oriented pictures.
The orientation problem is likely because CW software doesn't play nicely with all photo sources, particularly smart phones and tablets.
Sometimes all you have to do is edit your pictures a bit. For instance, make the long sides of the rectangular images a bit shorter, then edit the post and replace the poorly oriented ones with the edited ones.
I myself can deal with poorly oriented pictures, but your picture of the serial number and model number isn't very clear, and that's probably the most important picture.
It looks to me like:

So yes, the serial number on yours would fall into this range:

That model number actually tells quite a bit:

The model number represents certain features about this machine. The first three means it is a 300 series, the second 3 represents that it had 22 keys, and the 2 means that it had improvements and that it has 1 cent key arrangements (any model number ending in an even number had 1 cent arrangements and odd numbers had 5 cent arrangements).
