Any idea what this is used for? Turning the bottom piece moves two blades that are inside the cone. I imagine it aids in removing what is inside the cone.

Candle snuffer. Blades probably for scrapping out soot & wax.

if you'll look closely at your photos, you will notice the Clad's Disher mark on the internal scraper and a no. 8 mark on the handle.
