Interesting ceramic Porcelain square inkwell with hand painted berry and fern design~~ Japanese?

Not sure if this is Japanese or Chinese -I think it is a inkpot maybe 1920's era --Might be Korean too any feedback appreciated stands approx 2 3/8" tall -Ceramic and hand painted round berries and ferns? Blue and White ceramic.--But why cut outs? All help much appreciated Thank-you.
