Vintage Hanging Irons for Target Shooting

I found item half buried in weeds under a tree old stump that is home to one of my favorite bird houses. It's off to the side of the yard and covered in Virginia Creeper so I don't pay much attention to it until recently when I cleared out some debris and found this. I have no idea who it belonged to.
