This 10.5Cm in diameter beer mat was issued by The Lion Brewery of Wilkes-Barré, PA in what I would guess is the 1930's-40s era. It is made of absorbent cardboard.
The Lion Brewery is still operating, issuing some of their own brews, and quite a few contract beer and soda pop products, but has ceased making Gibbons.
