the hash marks represent 4 years of service of each. The 3 gold hashes represent 12 consecutive years of good behavior; 12 consecutive years of good behavior were required to wear the gold.

I seem to recall that the "E" patch is the Battle Efficiency Award, called the Navy Battle "E". I think I had one once upon a time from one of the many deployments during my time in the Navy.
