Harrach? enameled vase

Bought this vase listed as Harrach, but not able to find anything like it. Reminds me of Jaspis but orange instead of green. The gold enamel at the top is kind of Harrachish, but anything "ish" is not something to use as an attribution. It is 3 layers. Inner white, then the colors and a clear outer layer. If anyone has any opinions on who might have made it would appreciate.
