Small hand blown vase

This small 4 1/2" vase caught my eye because of the unusual texture. The exterior feels like fine grit sandpaper. The folded lip and interior are smooth. The pontil mark appears to have the numbers 73. I have not found another vase with this texturing. Was this something that was a fad at one time? Or perhaps something that was done to hide an imperfection?
