I found this interesting tea cup. After many decades, my Russian is almost non- existent, but I still recognized the Cyrillic script. The porcelain mark belongs to the M.S. Kuznetsov Porcelain Factory and dates to around 1891 to 1917.

The tea cup is nicely hand painted.

I would like to figure out what the inscription on the banner reads but I am at a loss.

Any help would be greatly appreciated.

what is written is "D F", which meant "Dmitrov's factory"
      Hallmarks of the Dmitrovsky plant - 1891 - 1917
The Dmitrovsky plant became the first private enterprise for the production of porcelain in Russia. It was founded by the Russified Englishman F. Gardner in 1766. The factory produced magnificent porcelain, and the founder himself was awarded an audience with Empress Catherine II. However, by the end of the century, the factory began to lose ground and was soon bought out by Matvey Kuznetsov. As a far-sighted entrepreneur, Kuznetsov understood that Gardner's porcelain was a well-known trademark, and not wanting to lose customers, he put the famous Gardner brand on the products, and, if possible, preserved the assortment and general appearance of Verbilov's products. The factory produced tableware, chandeliers, lampadas, vases and animal figurines. After the revolution, it was renamed the Dmitrov Porcelain Factory and nationalized.
