Antique regulator clock

Hi, I recently purchased this antique regulator clock at a rummage sale I don’t know if it will run for 8 days as both key wind spring stay tight when I moved the hands a leg the clock chime it’s still stays tight and I can’t wind I don’t know if the time side is overwound as I just purchased this clock a day ago also would like to know I there was a eagle on the top crown or just a simple finial also what it’s age is and who may have made this clock I have not looked at the movement yet thanks for reading .
