I found this is a garbage heap from 1880-1920....have not been able to identify what it is....any help would be greatly appreciated.

I would say it is an early hinge for a lid or cover of some kind, the unusual design would allow the cover/lid to lay flat back. I think you may get some fun guesses, how about a hinge for a breastplate on a suit of armour, lol.

My first thought is for a barber shop razor strop!!
My guess is also some sort of hinge. There's four holes on each side. Looks like they we're screwed or nailed to something.
I think IP is on the right track.
I have an older strop. And all the ones I've seen have a whole in the middle to hold the leather. When these pieces are folded together, it doesnt seem like a good hanging hook(there was apparently hand held strops too).
On the front corner..looks like a counter sink. Cant tell from pictures if all corners have hardware?
Lack of a convenient way to hang it is the only reason I question strop.
I added two more pictures which might help....I too question the strop usage, this has two squares which would hold something, not one....is that normal for a strop?
I have to admit I had to look up a lot of pictures of strops...
All four corners have tiny screw/fastening holes.

Since seeing your latest pictures and giving me an idea of size I think these are very similar to the various buckles on our old Army Webber Belts, hence the "hinge " idea. That type of buckle/link to link connection allowed the belt to easily wrap around the waist.
