I was told this was an early vasectomy surgical instrument, but I doubt that. Do you have any other idea what this tool is, and what it is used for?

USBR (the United States Bureau of Reclamation) had a propensity to mark their tools...
I agree.
Surgical tools are stainless steel and don't have wooden handles.
It is a timber scribe for marking trees/logs
